It's always like that: the poles are part of a structure that was used to refuel ships. It's looking across the ocean from a coral lagoon on the great barrier reef. And thank you very much for the comments

reminds me of "Tokyo-3". Actually, how come that place was flooded/poles were sticking out of the water?
