Just what I was looking for

There's one problem with metacity-theme-1.xml files.

Namely, they contain:
< ? xml version="0.9b" ? >
in the first line. (pardon the spaces, but the comment system would otherwise eat the whole line)

THIS IS WRONG!!! There's no XML standard in such version!

If you want some versioning information, put in a comment. This processing instruction should always be < ? xml version="1.0" ? >, check the W3C pages if you don't believe me.
